A common strategy on better co-ordination and efficient reactions of a joint cross-border partnership between Tsenovo Municipality, Hotarele Commune and Greaca Commune has been elaborated by Tsenovo Municipality, guiding the beneficiaries to increase their co-ordination and efficient reactions in emergency situations caused by natural disasters (flood, fire, heat waves, rain/snow storms, etc.). It describes and includes information regarding the participating parties, cooperation goals, legal framework, community analyses, types of risks and participating forces, guidelines for prevention and intervention, an action plan (incl. joint intervention activities in the fields of competence of local committees and volunteer formations for emergency situations, notifications and information flow, border crossing, mission execution, management and coordination), logistics, regulation methodology (incl. what needs to follow after project implementation), other. The document is in line with the joint intervention plans agreed at county/district level among emergency situation institutions.
Also, a common study on risk management in the Romania-Bulgaria cross-border region has been elaborated by Greaca Commune.
First, the study analyses the effectiveness of joint risk mechanisms in the Giurgiu- Ruse cross-border region: historical, evolution and best practices.
Second, the study focuses mainly on institutional cooperation capacity of local authorities located both in Romania and Bulgaria.
The structure of the study includes: evolution of institutional cooperation in emergency situation caused by the natural risks, relevant legal aspects, the current status, best practices in cross-border cooperation in emergency situation in case of unpleasant natural events, technical capacities for interventions and plans for future and available financing sources.
